In a long-awaited move, Ukraine President Volodymyr Zelenskyy has replaced General Valerii Zaluzhnyi with General Oleksandr Syrskyi as the head of the country's armed forces, marking a major shift in the military leadership amid ongoing conflict with Russia, according to CNN.
There was widespread speculation for more than a week before Zelenskyy's announcement on February 8, indicating the tense relationship between him and Zaluzhnyi in recent months.
The timing of the change is important because Ukrainian soldiers are facing challenges in their conflict with Russia, particularly in the Donetsk and Kharkiv regions. CNN states that a lack of ammunition and trained personnel has made the situation even more difficult for Ukrainian forces.
President Zelenskyy said that there was a need for urgent changes, stating, "The feeling of stagnation in the southern areas and the difficulties in the fighting in the Donetsk region have affected the public mood."
Based on CNN's report, the selection of General Oleksandr Syrskyi to replace Zaluzhnyi suggests a possible change in Ukraine's military approach. Although Syrskyi is considered a popular pick, there are ongoing worries about his leadership methods and performance.
Syrskyi has been leading the land forces during the Russian invasion, but faced criticism for prolonging the defense of Bakhmut despite significant human casualties. His subordinates have mentioned his lack of empathy, and some soldiers have nicknamed him General 200, referring to the military code for killed-in-action.
Matthew Schmidt, the head of the International Affairs program at the University of New Haven, suggests that making a safe choice might be the right move at this stage of the war.
Syrskyi is confronted with urgent tasks, such as stabilizing the front lines, filling up the diminished ranks, and hastening the delivery of Western weapons to strengthen Ukrainian defenses.
Amid ongoing Russian assaults near Avdiivka and Kupyansk, Schmidt emphasizes the importance of ensuring the ability to maintain the current line of contact as the primary focus.
Lt. Gen. Kyrylo Budanov, the leader of Ukrainian Military Intelligence, emphasized to CNN in late January that the availability of ammunition plays a crucial role in the outcome of the war.
Due to Congress blocking the Biden administration's $61 billion military aid package, the US has started sending smaller aid packages over the past few months. This slowdown has already started to impact the planning and operations of the Ukrainian military, as per US officials.
Schmidt said, "the immediate priority is to get enough artillery shells to the front to keep the Russians from exploiting the pause in US aid. Each artillery shell that's available to fire equates to needing fewer infantry to hold the line."
This week, Dmytro Kuleba, the Foreign Minister of Ukraine, stated, "If you ask a soldier at the front what he needs most right now, he will say shells. This answer was the same yesterday, a month ago, six months ago and a year ago."
The shortage of artillery shells continues to be a serious problem, as US military assistance is being held up in Congress. There are ongoing attempts to improve the production of munitions in Europe, but they are not meeting their goals.
Given Russia's significant numerical superiority, which is believed to be three times larger than Ukraine's, and its continuous military adjustments, Ukraine aims to reduce the technological disparity by investing in unmanned systems and cyber technology.
Ukraine's better-trained forces have been worn down by continuous combat over the past two years, resulting in reduced numbers due to casualties. In a recent column for CNN, Zaluzhnyi stated, "We must acknowledge the significant advantage enjoyed by the enemy in mobilizing human resources and how that compares with the inability of state institutions in Ukraine to improve the manpower levels of our armed forces without the use of unpopular measures."
Zelenskyy highlighted the significance of using domestic drone technology, which has proven to be effective in stopping Russian progress in important regions.
Although it is difficult to fill Zaluzhnyi's position, the main priority is to promote unity and a clear direction within Ukraine's leadership during a delicate period of vulnerability.
