The Comptroller and Auditor General (CAG) has come down heavily for the poor financial management of the State as it showed that over 30% of the budgeted money could not be spent for the year 2017-2018.

In a shocking revelation, theCAG told Assam Assembly that out of the Rs. 99.453 crores only Rs. 68,586 couldbe spent and only 12 per cent of the saved money was surrendered.

The CAG pointed out that atleast Rs. 22,514 crore was saved but that was not surrendered.  The shocking truth that despite persuasion bythe AG, the Government of Assam did not furnish any explanation to thevariation of the expenses.

The CAG also stated that the State government's compliance with various rules, procedures and directives was unsatisfactory as 9370 Utilisation Certificates (UCs) in respect of grants aggregating Rs. 17,935 crore paid to 53 departments of the State Government during the period from 2001-2017 were in arrears. Non Submission of Utilisation Certificates is fraught with the risk of misappropriation.
